GAO has weighed in on USDA oversight of AGI limitations put in place in 2002 and tightened in 2008. This report concludes that over $49 million was improperly paid to 2,702 individuals who should not have been eligible under the AGI limitation from 2003 through 2006. An interesting read and a fascinating lesson in bureaucracy, if you ask me.
